It is reported, that England and Russia have offered to mediato between the belligerents. J Inspired reports state that Russia, ' being desirous ot seeing the end of i the war, has agreed that the Powers ! should intervene in sparing China J from total prostration, and prevent- . ing further conquests by Japan. The same report declares that the Czar i will not sanction the independence J of Corea, fearing the outbreak of riots. > Foreign Ministers in Pekin, have • been ordered to specially guard tho ! legation. , Foreigners in Weihaiwai were i permitted to leave, unmolested.
