The Government explained, that the Falke s . is unable to weather the stormy seas. The newspapers thereupon dey mand the increase of navy in it Samoa. It is stated, that Herr 11 Schmidt, the German Consul at ,n Yokohama, lias gone to Apia on j Government mission. The Emperor proposes to fonnu1C late an internationl scheme for the protection of private interests in naval warfare.
