Tho House of Representatives has rejected MrSpringer'sßondßill, embodying tho President's scheme for tho relief of financial pressure. No help from Legislation is now expected, so sixty million dollars' worth of four per cent, bonds will probably bo issued to-day. It is understood they are already practically taken up, half iu London, and half in tho United States.
