The accession of the Tsar Nicholas 11. to the Russian throne bids fair to solve, foe a generation, at least, that most troublesome part of the Eastern Question, which refers to the much-disputed boundary of our Indian Umpire. It was undoubtedly to the pacific, character of the late Tsar Alexander, that we owe the temporary seltlenient of disputed boundaries. It was always known by those who had the opportunity of judging that the late Tsar was ready to do all he could to preserve peace; and in spite of the activity and known animosity of certain of his Ministers towards England, he succeeded in averting war on several occasions But he was a 'nan of iron will, aud was not content to simply do the bidding (if an English Foreign Minister when lie bad already made'up his mind on ; a question ; hence on one or two occasions the relations between Enplajjd ..and Russia were somewhat, strained during the reign. It is known turn,and will be in a few years time known to all the world in hi& own words, that Tsar Alexander, as 1 Tsarewich, had made up his introduco certain reforms into Russia which would place her,as a civilised power, on a par with other great- European nations, Airong other .things he contemplated a Parliament after the English. system', which' would' undoubtedly be tlie greatest advance towards freedom that Russia could have mado. But his father's murder soured tho amiability of hischaracter, and once more Russia lost her chance of political freedom. His son Nicholas 11., now JJmporoi.' of all the mighty lauds of Russia,. begins ln's roign undermore fitvombloauspk.il, and in the first fow weeks of his reign has shown ft moßt marked partiality for his English. relatives and an equally conspicuous desire ta be on friendly terms with; English diplomatists, This from the Eussian Tsar is full of meaning, for he.is no mayo ornamental or nominal head of his government, he is still the absolute ruler, and autocrat of every yard and of every boing of his great kingIdom. and it' is a matter of congratulation i to all Englishmen that the Tsar is : willing to accept the guidauceof his uncle in the early (toys of his reign. The new Tsarina has the reputation of being the Queen of England's. |favourilo grandchild, and this again is not likely to lessen the i bonds of friendship between the two nations. One of the latest I European telegrams also tells us of! a proposed visit to England of the ! Tsar and Tsarina. All these things will perhaps be unpleasant to Prance, whose excitable people have been making such a frantic bid for' Russian favour, but the friendship of Russia with England is much, more to bo desired by Europe generally that the alliance of Russia and i France, England is on a most friendly footing with Germany, and \ and a little tact on the part of the Prince of Wales, may serve to put! his two illustiouf? nephews, the Emperor of Germany and the Tsar 1 of Russia on a more friendly footing,! and with England, Germany and Russia in accord,the peace of Europo is assured.
