LORD ROSEBERY.
AN IMPORTANT PROGRAMME. (Received Jan. 25,11,30 a.m.). London, January 19. Lord Rosebery, addressing 10,000 people at Cardiff, said next session's programme would be purely business pending the elections, The disestablishment of the C hurch of Wales would be taken first and measures dealing with the Bquor Traffic. questions of one man one vote and the Scotch Church Bill, would also receive attention.
He said the payment of members would admit an abundanco of working men to the House of Commons, Regarding the measure to be introduced ra House of Lords, he declared it was not the intention to destroy the Upper Chamber, and that all that was wanted was better adjustment of the relations with the House of CommoDß, The Premier noxt referred to the motion tabled towards the end of the session, which he said hinted of murmuring discontent in the Liberal camp, and in connection with this he urged strong unity, as, if the Liberals wore defeated at the neit poll, it would be more difficult to rooovor their position than formerly.
