Clt Ouusx is of opinion that the formation of aWaipoua River Board is desirable to construct a Queen's Drive from the Railway Station to the Waipoua Bridge, Tho first proceeding to give effect to his idea would be to map out a rating district, which would cover properties interested on either side of the stream, and then to petition the Governor to proclaim it a district, Two-thirds of ' the ratepayers, within the proposed area, are required to sign the petition. Afterdue inquiry, the Governor proclaims the district, a roll of electors is formed and a Board of members elected. The Board, when constituted, has full powers under the Rating Act and the Public Works Act, or in other words it can raise revenue and expend it. The maximum annual rate under the Act is six farthings in the pound. A'property worth, say £SOO, might be made to pay as much as £3 15s per annum in rates to the Itiver Board, and no doubt this will be ut very serious consideration with ratepayers in the proposed area, The I Board, however, has power to classify | the lands in tho rating area, and the I rates become modified on such'of J them as aro only liable to indirect damage, The Board has power to borrow, and probably if a Waipoua River Board were formed the necessary' work would be done out of loan, Of course' we should liko to hear Cr Cullen's proposnl a.little more fully before expressing an opinion as to its advisability. The Act seems to be yery. suitable for the object in view, and if Cr Cnllen can carry out his project he will confer a great and permanent benefit on the town, We are glad to see anyone in the community proposing an improvement in the appearance of our much neglected town; Masterton ought to be one of the most presentable towns in. New Zealand. A Queen's drive from the station to the bridge would go a long way towards making it such, '
