I.v England there is a Conservative re-action, and it is expected in about eight or nino months time that the Liberals will go out of power. If this prove to be true their present administration will have lusted for three years ns against a six years tenure of otlico on the part of their predecessors tinder Lord Salisbury, Somehow, the Mother Country prospers more under a Conservative than under a Liberal Ministry, There is an unrest about Liberalism which is fatal to comfortable and prosperous existence,' and Great Britain overy now and again, after indulging in a short spell of democracy, says" this does not pay," and puts back into place and power the old Tory rulers, Just now things are bad at Home, plenty of money but no confidence, and so it is felt on all sides that it is better for the brilliant Lord Rosebery to hand over tbo l-eins to a less ventureSome driver. Lord Rosebery has made up his mind that in the future the House of Lovds must take a. back seat as a . legislative body, and proposes to make this a trump card at the general election which is expected to take place in the English autumn. We trust to see as the result the discomfiture of the present Premier, and the retirement from office of the Liberal party, According to the Review of Jkvms there are two alternatives. Lord Rosebery says: " Give me a majority, or submit to be gpyorned by the House of Lords"; Lord Salisbury says: "Give me a majority, or submit to be governed by the South and West of Ireland." The Memo of liecim, which is a Liberal organ, thinks it is at least an even chance that Lord Salisbury will have a majority at the general elections. If so, it is expected that the Duke of Devonshire and Mr Chamberlain, will be offered portfolios. AMinistry which would. include. Lord Salisbury ; and Mr Balfour, with Mr' Chamberlain arid the Duke' would be a very strong one, and would command confidence both at Homo and abroad.
