Owing to tho lack of funds, China is unable to reorganise her army at present, but she hopes before long to be able to recapture Port Arthur. The negotiations for peace have been postponed until the arrival of Mr John Foster, who is on his way from America to Tokio to assist the Chineso Envoys in arranging the terms of settlement. It is thought that with Mr Foster's assistance thero is less likelihood of the negotiations resulting in failure,
