Prison or Starvation.
(Received January 3,1 a.m.) St. Petmisbukg, January 2. The Czar's amnesty lightened and commuted the sontcuces of 20,000 prisoners. In inauy cases tho prisoners, when released, had to face starvation j and in order to be returned to prison they committed fresh offences, and were condemned to serve the unexpired portions of their sentences.
