I Captain's Suicide. China's Offer. [Received Nov, 23,10.35 a.m.] I Sn a xfiUAi, Nov. 22. i Tho Chinese man-o-war Chenyncu got on the bench near Chcfoo in trjr--1 itig to avoid torpedoes, mid the Captain committed suicide. It is reported that the Chincso fleet shelled the Japanese troops mtirchinct along tho coast to Port Arthur. It is also stated that the two fleof 8 have had another engagement, but the result is unknown. It is reported that China has intimated that she intends to offer an indemnity of a hundred million taels, and pay Japan's war expenses, (Ileeeivcd November 28,0.40 a.m.) Yokohama, November 22. Japan is willing to rccoivo,through the United States Government, the Chinese proposals for tho termination of the war,
