The Chinese rotreatod after obstinate fighting, The loss on both sides was sovere. (Received Nov. 22,10.25 p.m.) Tokio, November 21. Japan has replied to President Cleveland's offer to arbitrate, that Bhe will listen to Chinese appeal when it is made direct.
