Two American invontors of torpedoes havo undertaken to destroy squadron under the Chinese promises of a large reward, Major Von Henuckin is strengthening the forts at Pekin. Great Britain and other Powors ftro urging China to enter into negotiations with the Japaueso Government direct for the settlement of the trouble, the latter having intimated their willingness to consider any proposals.
The Russian naval officers in Tientsin have been instructed to join with tho British in an endeavour to brim? about a reconciliation,
