SECOND EDITION Wararapa Daily Times. [Established 1874.] WEDNESDAY, OCTOBER 31, 1894. THE WELFARE OF THE HOME.

Ax English writer, MrW. N. JWlock, holds that while the welfare of the home is closely and intimately 1 connected with politics, and is the ' legitimate subject of them, it is not necessarily associated with party politics, but on the contrary, is a common ground ;on which men of , very opposite political views may meet, Tliei S uro certain home truths ' which are the siimo to all men, Even 1 on a vexed question like.laml there are many fuels upon which there must be a common agreement. Eor example the acreage of this country, the number of large owners and the value of the different properties are ascertainable facts about which there can be little controversy, Accurate information on such points is not general, and it is the want of it j which leads to many false theories being sot up and advocated. The privilege of asccrtuing such facts is j common to all political parties ; although the inferences drawn from them may be divergent, We have an illustration of this in New Zealand in the Cheviot Estate. Both Mr Buchanan and the Hon, John McKonzio are agreed about many of the csseiUinl facts of .this settlement while drawing very opposite conclusions from them. There are also general truths and principles as well as particular facts which are accepted by all parties, Mr Mallock cites as an example of such, the tenet that it is the duty of a Government to provide the external conditions that will niake the happiness of the greatest number, of the people. These external conditions he defines to be asupply of the decencies and necessities of existence, These iii tho main depend upon a sufficiont income indthe best test of good government is the num. her of families in receipt of adequate incomes, the security of such incomes, and the quality of the tilings which such incomes will command, The desire for such adequate incoino is a legitimate aspiration'for all people and justifies them in taking a lively and intelligent interest in general politics.
