The French Navy.
[ United Press Association.] (By Electric Tckgruph.-Copyriyht), (Received Oct. 23,11 a.m.) Paris, October 22. M. Favre, Minister of Marine, states that France is about to build ono ironclad, thrco cruisers and ten torpedo boats. Plans are also being prepared for predatory cruisers to steam twenty-threo knots, with great coal capacity.
