Mr Ward moved a scries of resolutions empowering tho Government to nrrnngo : for a renownl of the 'Frisco mail scrvico for three years. Ho saidtho present resolutions were identical with tiioso passed in. 1891, Tlio total cost to the colony last year was £7,929. Mr Diithie thought tho penalty should be enforced when the mail was" twenty-four hours late instead of forty- ■ eight hours. . : : Captain Ensscll asked wliy the contract should be renewed foM'ireo years when there was pouiMPfof a com- • nlete change in the whole mail service by tho prospects of a Vancouver route. After further discussion Sir B. Stout moved to amend resolutions by omitting " San Francisco," and inserting " North America," in order to give the Colonial Treasurer a free hand to arrangeior. a service by the Vancouver route. Mr Ward pointed out that New Zealand contributed only one fourth the cost of tho sorvico, and therefore she could not do anything in tho direction indicated by Sir B. Stout without the consent of 1 Great Britain, America, N.S. Wales, and tho other colonies interested in tlio sen-ice. He might say this colony had already offered £IO,OOO for a scrvico via Vancouver, but they were not going to obtain that by knocking tho Frisco scrvico on tho head. The object of tho Colony should, bo to secure a fortnightly service, alternating between New Zealand and Frisco, and New Zealand and Vancouver. Sirli. Stout's amendment was lost bv it to 10. ; Captain Bussell then moved a further amendment that the contract be, for ono year instead of three years. Mr Ward said the Colony could not cuter into an agreement Mr ono year. Ona previous occasion, tho contractors hesitated to enter into a contract for tlireo years, wanting n longer terra.' This was very good and very cheap service The Australian colonies paid £170,000 a year for a much inferior sorvico. After further discussion Captain Bussell's amendment was lost by <l2 to 17. The House rose at lp,m, '* At tho afternoon Sitting, after some further discussion, Mr Ward's motions that tho 'Frisco service be rcnowedwero carried.
