Ordinary Meeting. . Tlte regular fortnightly meeting of the Masterton Borough Counoil was held last' evening. Present, His, "Worship the Mayor,!■ and Crs Horn Mow,;. Hessey, Mutrie,,Cullen, and Chamberlain. : The newly elected Ora Hughes,Wagg and .. Yates, were also in attendance; and were welcomed by the Mayor..: MINUTES The minutes af the last regular meeting were read and confirmed. : THE BY-LAWS. : 7 ; Mr Geo, K. Bond wrote enclosing plans and specifications for additions to Messrs Pinhey Bros' stables, and asking a relaxation of the building regulations in respect to the; iitater-, ial for the walls. , :' ■ \ : It was resolved that Mr Bond bq ( informed that Messrs Pinhey Bros' must advertise in the usual manner before the application can be considered, BOOKS. Some circulars from publishing | , firms were received and referred to the Library Committee, \ . BURGESS ROLL,': H. M, B, Yates made application | to liayeher name , placed on the i Burgess roll of the. Outer Ward.— i Granted, Jeremiah O'Meara applied to have i his name inserted on Bui'gess roll of - the WestWard.—Granted, i ASSIGNMENT OF LEASE,: ' 1 Resolved that the Borough seal j be affixed to the assignment of lease t from J. W. Lang to J. O'Meara. !

WOItKS AND FINANCE. ~ . The report of the Works and Finlance Committee was read,-,

Cr Cullen moved its adoption. Cr Hessey considered that putting in a concrete culvert on South Road would be too expensive. >: The Mayor and Crs Feist and Mutrie spoke in favour of putting in a concrete culvert as the most lastling.

Cr Hessey said the difference between wood and concrete was £8 and £lB. Ho simply opposed the matter on grounds of economy. Cr Hughes supported Cr Hessey. OrCullen said there was heavy traffic on that road and ho thought concrete would be.best,: The report was then adopted as a whole. . NUISANCES. ■ ■'■ . Inspector Ingram reported that a nuisance existed by the drainage from the Prince of Wales stables. Mr Keeble had informed hini that he was not prepared to cam) out the works suggested, A cesspit was also necessary at the back of Mr Mould's Boarding House. Cra Hessey and Hornblow expressed the opinion that the Inspector should take action without coming to the Council, Cr Hornblow also thought that the Inspector should take action against persons who neglected to clean out the portions of the Town Creek, flowing through their properties.'

Cr Feist moved that the Inspector be instructed to cany out his duties in all cases. Cr Hornblow' seconded the motion,

The Clerk pointed out that under the old Act, the Inspector had toreport to the Council, but under the new Act he could take action.

Cr Hughes thought the Council should tako a little of the onus in taking action on these mattors. The motion of Cr Feiso was then put and carried. It was resolved that the Inspector be asked to report on other residences requiring cess-pits. MB W. I'ERliy. Cr Hornblow said he wished to congratulate the new Councillors on their election, and also to move that tho Council desires to place onreeord tho many years valuable services of Mi' Walter Perry during the term of his office as a Borough Councillor. Cr Hughes seconded, the Mayor and others speaking in flattering terras of Cr Perry's usefnlness and consistency, after which the motion was carried unaminously.

The Mayor said he was afraid tho property owners would have to put their hands in their pockets.' Or Hessoy said the course was plain, . THE RAILWAY.. .The Mayor said the necessity of a quicker train service was recognised between Masterton and Wellington, and he had been asked to move as Mows^^^^^^^^^^^That the co-operation of the Featherston Town Board, Carterton, Greytown and Pahiatua Boiough Councils, and the Eketahuna Road Board be invited, to urge this re-'. requirement on the consideration of the Commissioners. ~ :' Gr.
