MASTERTON BOROUGH COUNCIL.

Ordinary Meeting, The regulnr fortnightly meeting of the Masterton Borough Council was hold last evening, Present:, His Woi-ship tlio Mayor and Crs Hessey, Hornblow, Dixon, Yates, ilutrie, Cullen, Foist, Chamberlain and, W. Perry. . MIXUTKS. - Tho minutes of the last meeting wero read and confirmed NEW HUH,DINGS. Mr Geo. K. Bond wroto, submitting plans of a residence in Sussex-street, and also plans of offices in Queenstreet for Mr E. H. Waddington. Tho plans were referrod to the Borough Surveyor. KMISTRY OFFICE. Mrs Harriett Humphreys made application for a license to conduct a i Servants Registry Office, ns pro- | videil by the Act of 1892. ~ • I The application was granted. CItuRCH-STREET KXTE Or Feist said that as one of the sub-committee appointed to look into i tho question of tho extension of | Church-street, he had seen Mr W. | Or. Beard aud pointed out that tho | Council would bo prepared to take

over tho extension if proporly formed and motnlled. This did not seem to meet tho views of tho Trustoos, and as Mr Beard had put the matter in another light, ho had asked him to wait or. the Council and explain the position.

Mr Beard, .who was in attendance, said that he wished to point out tho position of the Trustees. They had to deal with a block which might or might not be cut up into small, sections. They were prepared, if,:the Borough was inclined to complete a road f rom C hurch-st. to Colombo road to givo tho land, He thought that tho Borough would benefit more by tho road being made than the beneficiaries of tho estate. It was mani : fostly to tho Borough's advantage to take tho road while they could get it free of cost, and so enable'the Council to form and metal the extension of an important street at their leisure. If the Trustees docided to out up tho laud it was suggested to ran a read at right angles from Bannister Street to tho river. Tho longth of tho strip of land was about twelve chains, and all the stipulation mado would be that the Council erect a fence on each side:

In reply to a quostion Mr Beard said lie could not say that tho beneficiaries would be prepared to give a half-chain of the property .fronting Colombo Road as woll as the other land. The Mayor said that tho Council would carefully consider the matter and Mr Beard withdrew, Cr Feist said that the sub-com-mittee wero much indebted to Mr Beard for tho trouble lie had taken in explaining the positionofmatters; He was inclined to think that the view taken by Mr, Beard was the right one. Cr Hornblow endorsed the remarks of Cr Feist. He thought with tho rising value of property, tho Council would bo doing a wise thing in taking any . land offered, which might be useful even in ton or twenty years to come. ' Cr Hessey said if they accepted tho offer, the probabilities weio that the Council would soon be called upon to make tho road, In fairness to everyone ho thought that the conditions should be imposed as in other cases. It was all very well for MiBeard to say they could metal the road at leisure, but somebody would soon want it done if the estate was

cut up, Or Feist said tlio objection of Cr Hessey had been thought of and mentioned to Mr Beard, who said that the extra rates of persons building would warrant the Council in forming and metalling a road. Cr Cullen said he thought the Council was protected by the Act inasmuch as the plans of any proposed cutting up of an estate within the Borough had to be submitted for the Council's approval, i The Mayor and Cr Dixon made some remarks on the matter after which Mr Beard's letterwas referred to the Works Committee.

He would therefore move t that tho Library be closed for i' a fortnight, the books to bo called in, r and a new catalogue compiled. t Cr Dixon seconded the motion i which was earned. ! ■ NUISANCES, r Inspector Ingram reported on the 3 back yards in Queen Street, several f of which were not in a proper con--1 dition, owing to decaying fruit, rub--1 bisli accumulation, etc. It was s also recommended that stablet keepers should bo prevented from s allowing mauure to accumulate, i Tho Mayor said that tlio Inspec--3 tor had informed him the matters 1 wero not really serious cases. 3 The report was received. 1 WJiIGH-lIItIDOE. 2 Cr Dixon asked if the Clerk had ■ received any information re the cost of erecting a weighbridge. I The Clerk said be had not yet been J able to obtain full particulars. " • DIXON'S ESTATE, i Cr Dixon said he had mentioned i the matter several times before, but ) wished again to draw attention to i the injustice done to ratepayers in ; tho Dixon Estate, by neglect of the . roads on it. He referred particularly 1 to Kirton Street. The Council had been discussing the advisibility of taking over new streets, bat lie thought they should carry out a work like this first. When land'was given to widen Bannister Street, i Colombo Road, and Dixon Street, it ' was promised that the streets on the ' Dixon estate 'should be taken over i and formed. A Bill to perinit;the i Council to acquire private streots • had been spoken of during Mr Pow- i nail's mayoralty, and he should like 1 to know what had become of the > drafts, which he understood bad J been sent down to Mr A, W.
