In the new Licensing Bill the Government appear to be clearing the road to Prohibition, as. the changes in the provisions of the new bill are mainly in the direction of strengthening the hands of the Temperance Party. Ministers find by the last general election that Prohibition is apolitical factor which is not to be gainsaid and in their new measure they are meeting Prohibitionists half way. Theßill contains some very serious flaws, Forexample the proposal to make the chairmen of the local bodies which receive the licensing fees, members of the licensing committees is inconsistent, and in as faras it will obligqthe publicans in self-defence to takeparfcintlieelcctions of local bodies, it is vicious. However, this and other startling innovations will be keenly discussed in the House. The Bill of last year has restricted the drink traffic in Now Zealand, bntthat is-'a mild measure as contrasted with the Amendment Bill of 1894.
