In the new Licensing Bill the Government appear to be clearing the road to Prohibition, as. the changes in the provisions of the new bill are mainly in the direction of strengthening the hands of the Temperance Party. The Bill of last year has restricted the drink traffic in Now Zealand, bntthat is-'a mild measure as contrasted with the Amendment Bill of 1894.
