A LICENSING POINT.
Mr Martin.Giues a Decision,

Wklmngtox, Thursday. Benjamin Oxnor and Jno. Nankeville, prosecuted by tho police. for selling liquor at the Metropolitan Hotel without a liconse, the former licensee having left, and two members of tho Committee having granted the owner a permit, which the police contended could not be done, especially as the Magistrate had not given a certificate, was again beforo the Court this morning. Mr Martin after taking time to consider tho point, upheld the permit, remarking at the same time, it was an anomalous state of law, which required a certiticato to be obtained beforo it transfer could be granted, and yet enabled a permit to bo granted to the end of a year (not till next quarterly meeting merely) without any evidence as to the character or fitness of an applicant,
