Wi: have been preaching against the growth of pauperism in connection with our charitable institutions for some years, but havo had very little support from the public men of the district in our efforts to impress upon the community the right conrso to take 111 dealing with this great social problem. They are somowhat unpopular, but nevertheless they are right, and in time they must be accepted, or tho district will swarm with paupers. Some labour test should bo applied in almost every ease assisted by the Benevolent Trustees, and unless this is done it would be better for these functionaries to disband altogether.
