THE WAIRARAPA HOSPITAL DISTRICT BILL.

In moving that the Wairarapa Hospital District Bill bo read a second time, yesterday afternoon, Mr A, W, Hogg pointed out that the measure in no way affected the Wellington Hospital, but was intended to place the administration of charitable aid in Wellington and (ho Wairarapa, on the same footing as hospital administration, the districts being divided. If the Wairarapa was separated from Wellington, the city would still have tho support of its rural population, including two comities and several boroughs. The Wairarapa was divided from Wellington by natural barriers; it contained several boroughs and counties, and the population and the district was prepared to support its own poor,but objected to be saddled with n poor rate for the maintenance of tho poor in a distant metropolitan district, Beforo the Charitablo Aid Act was passed in 1885, the poor in the country were supported by voluntary contribution, but since then a poor rate had been levied, and after deducting about £5,000 for the country charities £13,000 had been extracted from the settlers for expenditure by the Wellington Benevolent Trustees, He believed tho people of; Wellington were not responsible for this, and thatthoy weretoointelligent to approve of settlers in the country who vero feeding their commerce, being plundered of the money which they iiccded so badly for roads and bridges. Messrs La wry, .Bell and Duthie opposed the Bill, which was supported by Messrs R. Thompson, G, Russell, and Buchanan,
