AccoaoiXG to a return which has been compiled by Mr A. W. Hogg, M.H,K,,the sum expended in the Wairarapa South-since 1885 in charitablo aid has been £524, and in i Wairarapa North £3457. It will be seen that by this statement that seven times more money has been expended in benevolence in the district north of tho Waingawa more than lias been spent in the district soutli of the Waingawa. The population and resources of the two two districts aro somewhat similar, and it is quite inexplicable that one should require seven times as much money in charitable aid as the other. The discrepancy is one that ought to he taken into serious consideration by tho local bodies in the neighbourhood, viz., the North Wairarapa County, and tho Mastcrton Borough Council. The North Wftirnrapu Benevolent Society is practically not responsible in the matter, because its trustees aro meroly the delegates of the two local bodies referred to,When the Society was first insiituted it had a roll of subscribers and an independent status, Now every subscriber has • disappeared and the Society exists merely as a shadow of the two local bodies, Wo would not object to the district north of tho Waingawa spending seven times asmucli on chiii'itaole aid, as the district south of the river, if wo felt that any real lasting good accrued to the poor at this end from such an outlay. Our own experience has been that tlio more freely monoy is given in benevolence the poorer the recipients of it become. We do not expect everybody to agree with us in this opinion but we have carefully watched' the administration of charitable aid in this district fpr the pa'st eight jearS and have good grounds for the opinion we express,.
