Tho Standing Orders, after a great fight, have beon revised in such a way as to limit members' ordinary speeches in debate to half an hour. An hour'is allowed to Ministers whon introducing Hills on their second reading and members speaking on thuAddress-iii-Roply and tho Financial Debate. In Committee, members will only be allowed to I speak four times for ten minutes at a time, on any given question.
