none. Tho Commissioner took up the position that tho tenders had been properly advertised but in so doing he, quite unintentionally no doubt, deceived and misled tho Waste Lands Board. It was then decided to do the work by cooperative labour. This means.tliat an urgent undertaking will bo delayed, and that it will probably cost when completed, a hundred pounds more than it would if it had been properly announced in tho first instance.
