Ordirary-Meeting , The. regular fortnightly meeting of tlio Masterton- Borough Council was held last evening. THE WAirOUA PBOTECTION The Clerk to the Wairarapa North County Council wrote stating that 11 owing, to pressure of work the County 6 Engineer would be unable to report on I the Waipoua Eiver protection works, n Cr. Feist moved that Mr J, King be o asked to report at a cost not exceeding r Cr Hornblow seconded the motion ! which was carried. t: The Mayor thought that in drawing up tlio report the protection of both " banks should be considered. I , TDK MOBGUE ? Mr T. Hutchison, District Coroner, { wroto endorsing the, statements as'to ; the improper state of the Morgue. 1 Dr W. Butcmcnt also wrote stating 1 the present condition of tlio Morguo was a 1 disgrace to Masterton. A custodian i should certainly be appoiutcd to look i after the place. , The Mayor said that no doubt the i Morgue required attention, hut lie thought the Doctor had gone & step too ] far in his remarks. ' The Clerk said under his instructions 1 Inspector Ingram had cleaned the place 1 out. ] It was resolved to refer the letters to ] the Works mid Finance Committee. ( _ BIBEET LAMPS. j A requisition was received from the residents of Pciry Street, askiug the Council to erect a lamp in that locality. \ Cr Cullcn moved that tlio matter be referred to the Street Lighting Commit- 1 tec to report, Cr Feist asked if all wero ratepayers who signed the petition. I The Mayor qaid that it was not neces ; | sarytliafc all should be to sign a petition. Ho intended to move for a return of the ' cost of lighting the Borough at a later ' stage of meeting. ] Cr Hcssey said while adapting that 1 a lamp was required a dozen other local- ] ticshad an equal claim. The Mayor said CrCullcnwouldmove for half a dozen lamps in every street,uo ! matter where the money came from. ' Cr Cullcn said lie considered liimcolf i to be the ablest financier in the Council. ] While the Mayor was getting a return i on the cost of lighting the streets,'lie , was of opinion it would bo as well if be got n return of the cost of mnkiug the ! gas, which ho understood was at least ' a third more than anywhere else. They 1 had better go into the whole thine while ] about it. BKPORTS. The Gas and Library Committee's re- 1 port was read. Cr Feist, in moving theadoption of the report, said that briuqing the gas accounts before the Committee was a step iu the right direction, as it enabled tliem to understand how mattofs stood financially. Another matter was that it was alleged that a lamp at the corner of Wriglcy street had been moved without any direct instructions. Mr liobiuson had, however, given him to understand that the lamp was removed by thoorder of Cr Cullen. If this was the case lie was of opinion that Cr Cullen's action was most improper. Committees were set up to attend to certain work, and no individual Councillor had any right to usurptlieirfunctions. AsChairnianofthe Gas Committee, it was his duty to bring this matter under the Council's notice. The removal of the lamp hp.d caused an additional expenditure for tJircc days' extra labour, and the account had been passed by the Gas Committee, although ihoy wore not satisfied with it altogether. He did not know exactly wlmt the value of tho work was, and as he had heard that tho lamp should Lave been shifted in n day aud a half, lie thought it liis duty to bring this matter also under tho notice of the Council. Cr Cullcn said ho had been appoiutcd a member of the Gas Lighting Committee and had carried out his duty to the letter. He had, with t|ie consent oJ his fellow Committeemen, ordered tho lamp to be shifted, as in his opinion tho present position was a better one. Cr Hessey complained that he hfd never been consulted, aud he was a member of the Committee, Cr Cullen said lie did not know Cf : Hessey was on the Committeo. He thought it was Cr Mutric, Cr Hornblow said he understood tho Mayor was willing to alter tho site of tho lamp, and that all members of the Committee had agreed to the removal of the lamp. He was obliged to admit that he had not been asked until the lamp was half way across the road. Cr Feist said it was clear there had been an irregularity, and howonld-move that Mr liobiuson take no orders except ; from the Mayor or Chairmen of tho Committees. : Cr Hessey said lie was under the impression that tho Gas Lighting Committee had only to report to tho present meeting' Cr Cullcn said their duty was to act and he had done so, although with no intention of slighting any member of the Committee or of usurping authority. The report was then adopted as read. FIRE MIOADE. The Secretary of the Masterton Volunteer Fire Brigade wroto askiug for a donation in aid of the fuuds, as they had now an overdraft of £2O. 'Die Mayor moved that the letter he r efcrred to the Finance Committee. TRACTION ENGINES. Cr Hessey asked what power they had over traction engine traffic. One was running on the Upper Plain road early ' and late, at a good speed, aud was a 1 danger to traffic. The attention of the police might be called to the matter. . Tho Mayor thought in dealing with 1 by-laws, portions of the new County Council By-law might be adopted. Cr Hcssey moved aud Cr Feist seconded, that the attention of tho police bo called to the mode of traction engine 1 traffic through the Borough.—Carried. THE POUND. Cr Chambcrlainmoved that thol'ound boards bo repainted aud lettered.—Carried. OAS IIEIUBN. The Mayor moved that the Town Clerk prepare a return for next meeting of the cost of lighting the Borough. On the motidn of Cr Cullcn the meeting adjourned.
