He had to get through his oases by forced marches and we have grave ocoasioii to believe that there was some miscarriage of justice. The fault of course lies with a Government which is lavish with jts expenditure in certain directions and niggardly in others. We are getting accustomed to a obeup apd cjepartmentß of Justice But we are of the opinion that these are the very last departments in which either inefficiency or parsimony shoujd be
