The Department of Justice Is under* Stood to be. worked on "skinflint" prinoiples, that is at a minimum expense to ihß Colonial Treasury and a maximum cost to the public. Amongst other, overworked officials in this branch of public service is Judge Kettle and we had an example of this in the recent sitting of his Court at Masterton. He had to get through his oases by forced marches and we have grave ocoasioii to believe that there was some miscarriage of justice. The fault of course lies with a Government which is lavish with jts expenditure in certain directions and niggardly in others. We are getting accustomed to a obeup apd cjepartmentß of Justice But we are of the opinion that these are the very last departments in which either inefficiency or parsimony shoujd be
