The difference between the Education Board and the Kilbimie Soho-d Committee again brings under public notice the fact that.a great waut of confidence in country districts is expressed with the Board's administration. Technically tbe Act laya down a certain method of procedure in the appointment >of a teacher, but practically tbe person suggested or Teccmmendcd by the Inspeotor is the successful candidate. There is usually an understanding when a vacancy occurrs as to who' shall fill it, and excepting as a matter of formal compliance with tbe Act, Committees have nothing to do with it. Even the election* for the Board are thought to be cut and dried. Accusations of unfairness in the late election, which returned Mr Bradey, and similar charges in the election now pending have been freely made in all parts of this district, They may be unfounded, but there exists a strong feeling that elections as well as appointments are being " worked" or" cooked" and it is quite time tbe Board considered its position in these matters,.. '
