be teqcired in each subject of every standard clbbb. Secondly, that samples of arithmetical tests to be used in each standard class above Standard II should 111 issued by the Minister to all Inspectors in the Colony, At least fifty speoial Bets of tests shduld be provided for eaph class. Thirdly, for defining the proficiency necessary for a pass in reading, writing, drawing, and composition, the Committee liab do suggestions' to offer, but submit the following suggestions in connection with spelling and Arithmetic: that in Standards I and 11, the pass be two-thirds of the words set, the words to be taken from one of the staudard olass reading books, chosen by the teacher; that in Standard 111 about five lines and five words be required, throe errors to count for failure,
