REQUIRED ADDRESS. TO THEELECTOBS OP WAIBABAPA. T ADIES &; OENTtEMAN.-I beg to our requests I am a candidate for'tho honor of representing you in the nest Parliament and submit my views on the Bubjeots follow-
■ Education—l approve of • free seoular and compulsory primary- education,' but I would, alter the present system by reduoing the'number of Education Boards; by plaoing the inspectors under central control and subject to periodical removal, by making creasing the number and value of scholarship, Provision should be made for a University at Wellington. TmiioK-While the bulk of the revenu| of the colony: la so largely derived from Cuftoms duties the present system of Land and'lncome Tax (including the graduated and absentee taxes) press more equitably on those able to pay than the Property Tax did, but for. further equalization the Customs duties should be remitted from the necessaries of life, Land—The urea of land to be held by one person or firm should be restricted, but I would not support confiscatory legislation as affecting existing holdings, Settlers ' should choose their own tenure and the State should assist- settlement by advances on improvements where necessary.Taluabla forests should be conserved. ■ Awonot-Tho Liquor tiafflo should |be subject tu direct vote, anil the majority of those who poll should decide, The present laws on this question should be'consolibe improved in thoso districts where it is continued. The law should be more tringent in requiring that nothing bu pure liquor bo sold, and houses which fai Ho provide full accommodation should be discouraged. Labour—Legislation should be in the i direction of discouraging the indolent and the inalingorers, distributing the unemployed, securing for every worker seme leisure for reoreation and intellectual pursuits, and cquaPteward for equal work, whether performed by man or woman. General- Strict economy should be observed, and all laws should be made v. hile tho legislators are awake and able to attend to their duties. I will shortly address you in tho soveral centres on the above and other subjeots and in.the meantime I trust thio /views expressed will warrant you in according me your support.
