TO THE ELECTORS OF WAIBABAPA, T ADIE3 ft GENTLEMAN,-I beg to JU announce that in response! to numerour requcstsl am a candidate for the honor ot representing you m the nest Parliament and submit my views on thesubjeols following : Education—l approve ot freo secular and compulsory primary education, but I would alter the present system by reducing the number of Education Boards, by -placing the inspectors under central control and subject to periodical removal, ,by making the pass system more uniform and by increasing the number and value of scholarships. Provision should bo made for a University at Wellington. TAXiTios—Whllo the bulk of tho revenue of the colony is so largely derived from Ouftoms duties the present system of Land and Income Tax (including the graduated and absentee taxes) press more equitably on thoso able to pay than the Property Tax Aid, but for further equalization the Customs duties should be remitted from the necessaries of lifo, ■ Land—Tho urea of land to be held by one person or firm should bo restricted, but I would not 'support confiscatory legislation as affecting" existing holdings, Sottlers should chooso their o«fl.iemiro and the' Stato should assist settlement By on improvements wherenccessary, Valuable" forests should be conserved, Aiconoi—The Liquor tiaflio should be subject tu direct vote, arid the majority of thoso who poll should decide, Tho present laws on this question sli juld be consolidated and amended so that the traiem'ay bo improved in those districts .where it is continued. Tho law ehould bo moro tringent in requiring that nothing bu pure liquor be sold, and houses which fai Ito provide full accommodation should bo discouraged. • LAiipuß—Legislation should bo in tho direction ot discouraging tho indolent and tho malingerers, ■ distributing the unemployed, scouring for' every worker seme leisure for recreation and intellectual pursuits, and equal reward for equal work 1 , whether performed by man or woman, General-Strict economy should be observed, and all laws-should be made while tho legislators are awak amiable to attend to their duties. ■ I will shortly address yon in tbo several centres on the '-above and: other subjects and in the .meantime. I:' trust tho views expressed will warrant you in according : me your support.'-... :. : Yours obediently, 'to, A FAIRBROTHER,
