Provision should bo made for a University at Wellington. Taxatios—While' the bulk of the revenue ot the colony is so largely derived from Cuftoms duties the present system of Land and Income Tax (inolndiug the graduated and absentee taxes) press more equitably on those able to pay than the l'rojorty Tax did, but for further equalization the Customs duties should be remitted from the uccessariesoflife, Lasd—The urea of land to be held by one person or firm should be restricted! but I would not support confiscatory legislation as affecting existing holdings. Settlers should choose their own tenure and the State should assist settlement by advances on improvements wherenecessary. Valuable forests should be conserved. Alcohol—The Liquor tiaflic should be subject to direct voto, and tlio majority of thoso whopjll should dtcido, The present laws on this question should be consolidated and amended so tlmt the trade may be improved in those districts where it is continued.
