WAIRARAPA NORTH COUNTY COUNCIL.
Ordinary meeting. The ordinary monthly meeting of tbe Wairarapa North County Council was held yesterday afternoon. Present—Ors Yon Reden, E. Smith, Groves, Cookbura-Hood, -■ 1 Handyside, Maunselland Guild. Cr Von Reden : was. voted to the chair, MIHOTBS. The minutes of the previous meeting were read and confirmed..^.. THE AOHANOA j Or Handyside said denco had been sent to him by Mr McOalmont which he thought should not have been sent. He did not think he should be asked by Mr MoOalmont why he had objected to the ereotion of a certain culvert on the Aohonga road, He wanted to know whether he was'required to explain by reply to Mr-Mc&Jtoonf why he hadobjeoted to the wfeV The acting Chairman Baid' the eorrespondence was sent to Or Handy* sido on account of his absence at last meeting. I Or Handyside said as be represented an outside riding where there waa no supervision, it was bis duty to. object to any work that ho' Considered was not being properly done, : The acting chairman said that Cr Handside was not required to reply to MoOalmont. The matter then dropped. IDE BKETAHIfIM PAUIATUA ROAD'
A letter was received from the Prtbiaum County Council asking that that immediate repairs be effected to tbe Eketahuna-Pahiatua road. Cr von Reden said he should move that the Pabiatua County be in' formed that the W. N, County had ho monoy to spend on the road, and suggest that if the Pahiatua County had funds to spare the W, ff. County had noobjection to that body repairing roads within the W. N. 0. boundary.
Cr Maunsell seconded the motion, Cr Groves said other roads district were ia as bad, if not worse condition. It was a question of funds.
M VALLEY BOAD, Mr J. B. White, agent for Dr Irwifl, wrote informing the Oounoil that he should hold the Counoil liable for any damage to bis fencing while the formation of the Pah Valley Road was in progress. Cr Smith said the bush ought to have been felled before. He understood that the Alfredton Road Board had dealt with the matter.
It wa3 decided that tenders be called for the remainder of tho Pah Valley road formation, and that a provision be inserted that the contractor maintain the fences.
COUNTY ROLL. Messrs F. Lee and H. W, Q, Hamlin wrote, asking that their names be -placed on the County Eoll.'-Granted, ALFBEDTON. The Clerk to the Alfredton Road Board wrote stating that the Board was agreeable to the proposed division of tho wedge-shaped piece of land be* tween Alfredton and Cashpoint, and also making suggestions re thePori Eoad. Cr Smith moved that tenders be called for contfaots on seotionß 8 and 4, Pori road.
Cr von Beden seconded and the motion was carried.. It was also resolved that the En« gineer be instructed to ascertain if the pogs are in on the portion of tho Ihuraua Road passing through Mr Oroßs' property. '7^" .A REQUEST. '
Mr 1), Cullotte wrote stating that lie had lost considerably on his road maintenance contract through slips and bad weather, ind asking soma consideration in oonsequenoe.—lt wag decided to refer the matter to the Engineer for a report at next meeting, '
THE KAIwnATA ROM), Mr H, Nitz wrote, asking that the Kaiwhata road work be put in band as soon as possible, so that it might be available if possible before the wool hauling sets in. The Olerk stated tbat tbe road bad not yet been legalised, » Cr Smith moved, and Or Groves seoonded, that the Goveroment be asked to take immediate steps to legalise the RANOERB. The Clerk of the Maurioeville Road Board wrote, stating that Messrs tfhodes and Nevina had been appointed rangers within the Board's district, and asking that the Council appoint them ringers oft tbe County roadß within tho MauriceYille district, '-Granted, BOROKOKO. Mr Levin wrote with reference to the lease of the Borokoko reserve^. The letter was referred to lhe Engineer to report on at next meet* ing.
REPORTS. The Finance Committee's report was read and adopted, Accounts amounting to £639 Is 3d wore passed for payment. IRACIIOS EKOIKES. It was decided that the Clerk draw out the new By-law regulating traction engino traffic, and that a special meeting be held at 11 a.m, on Oct, 12th to revise it, SPECIAL ORDER, Cr Smith, moved thatJjgjneoial order merging the Board into the'Wairarapa -North Connty bo confirmed. Crvon Beden seconded, and the motion was oarried, engineer's HErOEX. The Engineer's report was read. The suggestion, of the. Engineer that a stone-crusher be Obtained was left over for disoussion until next meeting, ,
The Engineer's report as a whole was then adopted.
TENUI BRIDGE. The following tender was received for the Tenui bridgeo. E, Daoiell, £15610s (accepted).
. BRIDGE MAINTENANCE, The question of the Kopouranga bridge was then discussed, Cr Guild moving that tenders oe callgUor a new bridge, Or Cockbum-Hood eaid he thought a loan Bhould be raised for' the worli. He objeoted to the cost being oharged to any one riding.
The Chairman said he did not agree with raisicg loans for renewing or effecting repairs.
Cr Cookburo-Hood (be question now came up for the first time and it would ba nmmry to make a precedent. Any. of. the ex* ipensive bridges in the County might be destroyed.
Of von Eeden said that some years ago he had liov'ed that the Council tato over all bridges and look iaftor their maintenance froa> the general account. This was at the time strenuously opposed, chiefly by the Masterton representatives, ■ Or Maunßell Baid it would b# neoessary to' face the question sooner or' later. No . Riding could stand the strain of replaoing a large bridge, A
fond should bo set apart in somo way for tbts purpose. Or Smith thought il quite time they took atepa to provide a fund for tho maintenance of bridges, Fire or flood might at any timo take one of the largest bridges. TheOhairroan reminded Councillors that Cr Guild's motion re tho-Koyua-ranga bridge was not seconded. Or Gfovea seconded Or Guild's motion. He thought bridges should be a County work. He did not think e few settlers should bo asked to pay for something used by the public at large. said it was a 1 but rather than see this bridge charged to the Masterton Hiding he would prefer lo have a loan raised. If it was proposed to take the money from the general funds he was agreeable. The Ohnirman said that special rates could not be used outbids the area in whioh raised, and tho Masterton Riding would therefore have to beartheoostof thb renewal of tho K°p«si bridge: The' motion of Cr Guild that tenders ba Ctillod for tho bridge wan then put and carried. On themotionofCr Smith seconded by MrOockbum-Uood a committee, consisting of Ore von Reden, UauDsell, 0. E. Cockbum-Hood and tho mover, was set up to consider and report on Boheme for providing and reconstructing bridges in the Connty. EKETAIIANA-TINUI ROAD. It was moved by Cr Smith and leocnded by Or von Rcdentbatn letter bo sent to the Government pointing out the damago done to the Eketahuna-TinuiKoad by Govern' ment traffic, and asking that a sum af £6OO be placed on the supplementary estimates for the purpose of repairing the same.—Carried.
THE AOHANOA CULVFRT, On the motion of Cr von Reden, seconded by Or Groves, it was resolved to inform Mr McCalmont that the Counoil considers tho action of the Overseer in connection will) the "fitting ia of the original culvert at ißtlSng&wisnot satisfactory, TE ORE ORE-BIDEFOBD KOAD, It was decided that the necessary steps bo taken to raiao tho £SOO metalling loan as applied for.
