BILLS READ AN R.ST TIME, The following Bills were read a , first time:- Licensing Act, 1881, Amendment Bill No 2, Mr Fish; ' Kiwitea County Hill, Mr Bruce; Submarine Telegraph Cables Protection Bill, Hon J, G, Ward, j ALCOHOLIC LIQUOR DILL. Mr Earnshaw üßkcd that his Alcoholic Liquor Bill, which gives to the State the absolute controlof the liquor j traffic should be discharged from the ordor paper. An objection was made by Mr Fish and tliereforo the Hill could not he I discharged. FINANCIAL DEBATE, The financial dobato in tho Houso oi Representatives was then resumed by Mr Duthie, who delivered a long speech attacking the Government policy, Sir Eobert Stout, in an ablo. address, reviewed the finances of tho Colony, dealing with various points of the Budget in regard to taxation and . the land question. Captain Russell , criticised the proposals in tho State- , ment, and was followed by Mr Mere- , dith. The appointment of the Hon. I W. Montgomery was announced.— I Times.
