The Financial Statement ia the expanded edition of the Governor's speech. It is undoubtedly an able, business-like, and honest production, but the policy it advocates is a wrong polioy, which has already borne bitter i'ruit and set on edge the teeth of the working-men. Another turn of the screw on the large landholders won't hurt tbeui so much as it will the thousands of swaggers who are clamouring at their gates for food and shelter and who will be told to look to the Government for aid, In the long run a policy aimed against employers of labour must break down. We look forward to tho policy being reversed at the coming general election, Apart from this banal bias tho financial statement might be aooepled as a fair attempt to administer the public departments efficiently and economically. In detail the statement will stand very considerable criticism, but taken as a whole and apart from its obvioUß" colour" blindness, it creates a favourable impression,. It is satisfactory to note that subsidies to local bodies are continued, and Building Societies are exempted from taxation, but these are minor matters. Mr Ward, as anewhsnd, at the Treasury, does not attempt to dazzle us" .with lime light effects, but is contented to experiment in mild squibs and crackers till he gets his hand in to the business. '
