MASTERTON BOROUGH COUNCIL.
Ordinary Ming,
The regular foi nightly meeting of the Masterton Borough Council was held last evening. Present-His Worship the Mayor and Cis. Heron, Mu'rie, Yates, I'ullen, E. E, Chamberlain and W. Perry. MINUTES. - Tbo minutes of the last meeting were read and confirmed. CORRFSPONDENCE was received from the Volunteer Fire Brigade ashing for old books and papers. Aluo notifying that S, Kingdom had been appointed Captain of the Brigade, and asking'that the Council uppoint him a Fire Inspector. Duncan.McLachlan, J, Onrzon, G. S, W. Dalrymple, and Hugh Ilea made applications tohave their names inserted on the Borough Ball, in rospeet to certain properties. A re-adjusted demand from the United Distriot C.A. Board was received, asking for £13912s lid pay* aide in four quarterly instalments. From the N.Z, Railway Department acknowledging the receipt of the Council's letter re footpath at Mastertun Station, and stating that the work shall be done.
From Mr W. G. Beard, on behalf of Mr T. C. Williams, with reference to a right-of.way between the properties of Mr Williams and Mr W. Bell in Qucen-streeL 1 .
From Mr A, R. Bunny, forwarding leases of part town acre No. 16, between the Borough Council aud the Town Lands Trust. A ciroular letter with reference to the claiming of unclaimed lands within the Borough was read.-The matter wkb left over, BESOLDTIONS. The Mayor moved that the Town Olerk affix the seal to the leases on ascertaining they are correct, It was decided to grant the applications of Messrs Rea, Dalrymple and Curzon to have their names placed on the Burgees Roll. The other application was declared informal.
It was decided to appoint MrS. Kingdon a Fire Inspector, and to instruct the Librarian to allow the Firo Brigade any books or papers no longer required. Kesolved to permit Mr T. 0. Williams to make the right-of-way as requested, providing a proper crossing be made over the footpath. ACCOUNTS, Accounts amounting to £127 10s 8d were passed for payment. SANITATION. The report of the Inspector of Nuisances regarding tbesanitary condition of the Borough was dealt with as reported in another column! FIRE BRIOADE BUILDING. It was resolved to call tenders for the removal of the Municipal Fire Brigade Buildings from their present site. THE GOR3K NUISANCE, Ur Mutrie moved that the Works Committee be instructed to report on any gorso spreading or becoming a nuisance in the Borough, Or Yates seconded and the motion was carried. THE LANSDOWNE WATEIi SUPPLY. The Mayor's motion that Messrs Williams and Beetham's offer of a water supply from Lansdowne ho accepted was noxt dealt with, The terms of the offer have previously been published by us. The Mayor said the only question was should thoy put the thing in issue. Tbe necessity of a drainage scheme was before them, and the water supply would assist. No other scheme seemed at all likely to be brought forward, and he could see nothing to cavil at in Messrs Williams and Beetham's offer. If the Council rejected the proposal without laying the mattor before the ratepayers, it prevented them having auy voice in the matter, and it was certainly advisable to give tbe ratepayers an opportunity of voting on the matter. All were agreed that water was wanted, and it was their common duty to place some scheme before the ratepayers. Begarding the question of increased taxation, that would be a matter for the ratepayers subsequently to decide. If they, continued refusing to consider a water supply, the ratopayers could turn round and blame them; but if the ratepayers rejected the proposal, they would be to blame. He would, therefore, move that tlie offer be accepted, subject to the approval of the ratepayers in the ordinary legal form. Cr Cnllen seconded pro forma. He was in favour of a water supply, but where would the surplus water go ? He was in favour of the ratepayers' taking the initiatory steps, and considered tho matter should be disottssed at a publio meeting. Or Chamberlain considered Messrs Williams and Beetham's offer a liberal one, as far as it went, Tho matter, however, did not go far enough, He thought if they went to the Ruamrhuuga they might as well form a reservoir of their own near Mr John Cameron's and have a good pure supply. He wbb also.of opinion that drainage and a water supply would have to go together. CrUollen said he thought that there would bo more likelihood of the motion being carried if the Mayor included in his proposition, a main drain through the Borough. Tho Mayor said from the remarks of councillors they appeared to overlook the fact that they must walk before they ran. After the water had flowed through the town an income might be derived by irrigating the lands until a proper Bystem of drainage waßmade.
Or Perry said they did not want to bring something before the ratepayers they had no faith in, He had no faith in the scheme himself and should like to have an engineer's report on the matter.
The Mayor said why not more in that directionthen ? If any Councillor would move that any other Scheme be considered he would be willing to defer the consideration of his motion, Unless the Council did something it was not doing its duty towards the ratepayers. Cr Chamberlain moved that a report be obtained on the feasibility and cost ofobtaining a supply direot from the Buamahunga, for domestic purposes as well as Bra prevention purposes, and also a report on the proposed supply, from Lansdowne. He was in favor of a water supply, but wished to see a good one obtained.' ; Or Cullen seconded and the motion Was carried. : v ~ .
