Captain Russell at Palmerston North. [By Telegraph.—Press Association.] PALHERBION North, Tuesday. Captain Russell delivered a political address at Palmerston North last night, to a large audience, upon similar lines to bis Hastings speeob, in which he traversed the address by the Premier at Napier. Captain Bussell was listened to attentively throughout. At the close of his speech Mr Pirani moved a vote of tbanks and confidence in the Govern, ment, to which Mr Snelson moved as an amendment, that a vole of thanks be accorded. was carried by a largemajority. Mr Pirani then moved a vote of coulidence in the Government which was also de* elated carried. Dunedin, Tuesday, MrJobD Mills has declined to con-' teat the Port Chalmers seat at the present juncture.
