. Judge Richmond condemns the administration of the Licensing Act, and for this we are thankful, Wo can go ono step farther than tho Judge and point out who is to blame I We can go to the fountain head and accuse tho Government of maladministration. Wo can ulso point out how bad administration brings in its train a penalty in the shape of prohibition, one which many people do not desire. Long ago we protested against the barefaced manner in which tho present Government were demoralising the police force of the colony by taking the control of it out of the hands of the Inspectors for political purposes, and we are not surprised that it has como to this pass, that a Judge of the SupremeOourt censures the police for the lax administration of the Licensing Act, It is not the poor police who aro to blame, the men who are snubbed when they do their duty and promoted when they shut theireyesond don't do it, it is not the fault of the Inapectore wlio hure been deprived oftbeir legitimate controlorer the force; it is the crime of a Government, which for political purposes has been wont to knock the men about likejinepins without even consulting the divisional officers, The force is now inefficient, and'it cannot control tbo publicans. We do not suppose the Government ever prays, but if it did its petition probably would be from " Prohibition and the Female Franchise, Good Lord deliver us," but it is slowly but surely bringing upon its own head these two deadly weapons by its own maladministration. Its own chickens are coming home to roost I
