Probably nine companies out of ten ' registered up to date in New Zealand have been unprofitable, non-dividend paying concerns, in which the hardearned savings of the community have been engulphcd, Many causes have brought about this result. Whenever it is feared that a business will nol pay under private management, it is customary to float it into a company. Interested persons canvas for a directory, and pester people to take up shares. The enterprise is started under unfavourable auspices, the directors probably are indifferent meu of business, for the list of really able and compotent business men in any district of the Colony is very limited. However, men aro led to believe that they will make good directors, though there is hardly any position demanding greater judgment and experience than such an office, and not till it is too late do they discover that their forecaßte of tlio difficulties and responsibilities of their position is n mistaken one. Occasionally, a really able man accepts office, and by devoting a large portion of his time and all his energies to worltiag up a com pany, makes it a Buccess; hut these reallyable men are few and far between, and will not accept office in any but picked enterprises. The rank and file of companies have to be manned with second and third class men of business, and the normal condition of tlio institutions with which they are connected is one of ohronic tribulation. Very frequently amongßt the promoters of companies are to be found clever but unscrupulous persons who do not hesitate to throw dust in the eyes of shareholders, and even to mislead careless and confiding direotors. We are apt to regard with distrust a very large proportion of the joint stock enterprises floated in New Zealand, There are somo indeed in which implicit confidence may be placed and which bear the names of thoroughly reliable persons, but the majority are not in this category, Holding this opinion of colonial joint stock enterprises we are gratified to learn that the Hon. Mr Seddon has promised to urge the Cabinet to arrange that the Government audit department shall in future inspect the accounts of all public companies. Mr Seddon, to give him his duo, is a man of his word, and his influence in the Cabinet is probably strong enough to carry the point, Wo should welcome a Government audit for publie companies, because in very many instances the directors of a tottering concern can practically select their own auditors and in their statement of accounts make a camel go through the eye of a needle, A Government audit means flashing a bulls-eye lantern into the obscure corners where unscrupulous manipulations and oon» cealmenta abound. It will not be a total check on the heks of public ' companies, but it will limit the , mischief and misfortune which they < bring about. A Government audit is ] a dispensation which honest directors , will be tli»nkful' for, but which ; dishonest directors will dread. To the i former it will he a blessing and to the ' latter s menace.
