London, March 4. The railway companies have written to the Hon, A, J, Mundells, President of the Board of Trade, agreeing to reduce their rates. The International Congress of Fire Brigades meets on 12th June, The conference was arranged by the Fire Brigades Union. A severe earthquake was experienced at Sandgate, on the coast of Kent. The gas mains were severed, roadways and seawall craoked, and upwards of 100 houses damaged by the force of tho shock. The damage will probably amount to several thousand pounds.
