WAIRARAPA NORTH COUNTY COUNCIL.
Ordinary. Meeting. The ordinary monthly mooting of the North Wairarapa County Oouncil' was held at 2 p.m. yesterday. Present, Ors W. H. Beetham (Chairman), Von Beden, 0. E. Oookbum-Hood, E. Smith, J. Groves, Maunaell and Guild. MINUTES. The minutes of the previous meet" ing were read and confirmed. Mr Beetham thanked the Oouncil for electing him Chairman for-the year, He hud Jo apologise for his absence at the last meeting. He also wished to thank Or Smith for attending to the duties devolving on him (Or Beetham) during his absence from the district. CORRESPONDENCE. From Or ffandyside,asking leavo of absence from the present meeting.— Granted. From Mr Jansen, reporting that several settlers had refused to pay toll atTawatai Toll-gate when passing through the toll. Mr Groves, one of those complained of, was present and said that as his property was all round the toll gate, he wanted to be able to get to Eketabuna free. He wunteil the Council to deal wiih him fairly, and if he had to pay toll he would have to put a gate on his property and this would allow - others to pass the toll. Or Smith said that Mr 'Groves' statement was not in accordance with fact. He had tuld Mr Groves he could p»y under protest and get halt' th>> mouej refunded, mid he had gone to Ekotahuna to obtain power to mh the concessions Mr Groves had asked for. •
Mr Groves again stated that he wanted to he able to go to Eketahuna free, and did not think he was asking too much, seeing his property was all round the toll,
Cr Von Beden said that many of the Tawatai settlers came to Eketahuna by the Mangnone Valley Hoad, and did not pass the tollgate, If they gave any concession to Mr Groves the Council would have to have an undertaking that no one else should be allowed to go through his property, Or Maunsell said he would be in favour of granting the concession to Mr Groves. Cr Cockburn-Hood asked that the concessions already granted to Mr ' Groves he read.
After these were read Cr Smith pro • posed and Cr J, Groves seconded that no further concessions be allowed, Cr Cockburn-Hood said that he thought the allowances already made were ample ior any settlor. Mr Groves was allowed to work hia stock free, Cr Guild said the majority of Councillors were not in favour of tolls at ali. They could not, however, put the burden on one and grant concessions to another, After further discussion Cr Smith's motion was put and carried. Mr Groves thanked the Council and withdrew. ATKINSON MEMORIAL, A paragraph appearing in the Evening Post with relation toameeting to be held in tho Opera House, Wellington in reference to the Atkinson Memorial, was forwarded by the Clerk to the Wellington City Counoil. The letter was laid on the table, KAIWIUTA VALLEY ROAD, Mr Hales wrote at some length, giving his tiews on the proposed Kaiwhata road, and stating that the owners of the land offered to give written permission to allow settlers to pass through their properties to Karaka Bay, Tho Ohairman said he understood the matter had been discussed in his absence, Cr Smith stated that on his (rip to the coast he had Btayeil a tiifjlit at Mr Tatham's, and met Mr Hales, who had spoken to him about the road, Mr HalBS bad expressed objections to the road going through his property, but had no ohjeetion to the route proposed by Mr Smith,
Cr Mamisel! said that his viewß had been somewhat modified since the last meeting, as be bad come to the conclusion that the road to Karaka Bay was not so necessary. Before louc the Homewood and Kaiwhata wool could be brought out to Masterton. He thought it would be better to hold the matter over for further enquiry, The Chairman said bo felt sure Karaka Bay would soon bo abandoned as a shipping port. Difficulty and loss of time was always experienced at these open roadsteads, Any money available should be spent iu connecting the coast roads with the present main roads, lie did not think it would be advisable to spend monoy in compensation to mako a road down tbo Kaiwhata, which would only be available for a few days in the year. It would bo better spent in connecting with the main road, He would take the opportunity to say that he was sorry to hear that an application had been made for compensation to Mr Chalmers for tho road passing through his property, It was really a continuanco of an old track. Mr Chalmers generously offered the land, but the cost of fencing would bo over £2O an acre. He questioned very much whether Mr Chalmers had a right, to demand it. A conneotion had been originally shown on the plans, whioh had been issued before the runs were sold, The settlers wbo had purchased the land, be regretted to say, had been misled. Cr Guild thought the Counoil and the settlers appeared to be working tinder a cloud, If the road was laid off and the matter deferred lor a few months, it would be in the interests of all parties, The Chairman thought it a great pity to expend monoy whioh was required to connect an important road.
Or CockbunnHood" mofed that Messrs Hales and Tatham be writton to asking them to give a written undertaking to allow settlers to pass through to Earaka Bay as long as they require to ship woo], and that the Government bo written to re. questing that action be deferred for tbe present. Cr Smith seconded, and the motion was carried. Bander. Mr W. Anderson applied to be appointed Banger to the County.— The application was granted, TOLL BATES. The Pahiatua County Council wrote protesting against the erection of a toll atTutaekara and drew attention to the resolution passed by the Pahiatua County sorre time ago to the effeofc that if the Wairarapa North County erected a toll, the Pahiatua i County would erect another on their side of the boundary, The letter was laid on the table, as the Council has not at the present tiwe decided to erect any toll,

It was decided to give no permission, but at the same time to offer no objeotion to settlers cutting grass Beed on the road opposite their sections. Mr W. Sampson, of the Tauertj, asked to be allowed to go toahjflßJiW bis work at the Taueru witliflßßß It was decided to grant Mr Sau|lv son the same ooncesßion as Mr Goz«\ zard, viz.: lo use the toll at the rate of two shillings per month, Mr Prioe of Mangamahoe, applied to lie allowed to lay a tramway across the road. Application granted subject to the approval of the Eneineor. An application from John Bannis* ter to alter the site of his slaughterhouse was referred to the Inspector of .Nuisances.

Having in view the necessity of protecting the northern approaoh of the Waingawa bridge against the present encroachment of the river in this direction, I ask the Council's authority to undertake, when opportunity offers, such work as may be considered suitable to the requirements of the case. At present no definite scheme has been resolved upon, but there is little doubt that either a double Bet of groins, or piles and wire cables will have to be resorted to, and the boulder hank close to the bridge restored, where it was damaged by the spring floods in October last, In addition to this a groin will have to be constructed at the southern bridge ap« proach. wainuioru riding.—Masterton to Waimata road (road maintenance contract). Since tho change of management on this contract all arrears of work have been overtaken, and the read generally has been placed in a good state of repair. The formation on Vallance's table land has been completed, and a quarter mile at the Kumaru end metalled . with tho provisions mattf for it in the estimate at the beginning>itbe year. oasile poini riding,—Masterton to Waimata and Tinui-Manawa road. Tho overseer in charge of the metalling operations in this district reports satisfactory progress on these lines, and hopes to have matters well forward by the end of the month. eketahuna riding.—Opaki-Manan watu road. A contract for supplying and delivering gravel on this road has been advertised, tenders for which will be laid before the Council to-day. I would direct the attention of the Council to the very insufficient amount available for these repairs in proportion to the requirements of the line, and point out that under present circumstances there is littlo or no prospect of maintaining the road in a sound condition for traffic during next winter.
Eketahuna to Tenui road,—Con* tract No 87 (10813 chaius of rottd moialling) has been advertised, and
tenders for it dose on this date, The voiitmot is in. four sections, and includes all tho unmetalled lengths of the road in the Eketahuna Biding hetween Eketahuna and Alfredton.

Contract No 84,—(4f milos of road repairs) basbeonsatißfactorily finished and taken off the contractor's hands. A further contract for carting bouldor stone for distribution along the sheltered bends of the busb road, has been advertised and tenders will be placed before the Counoil at its present sitting. An approximate cstimato of tho lengths andprobablecost of constructing the unformed Beetions of the road fronting Messrs T. and J. Smith's properties, Tirauttwa, is attached to the report with of the work lately advejH to tenders.
