At idle times, more especially on Sundays, young people are wont to group themselves in small crowds at the principal Btreet corners in Masterton and to make very audible comments on any persons who may be passing by, Churchgoers' .oomplairi of this amioyanoe and it is quite evidenPthat in a well regulated town men, women and children should be able to go to and from a place of worship on a Sunday afternoon or evening without being subjected to annovanco or molestation, ' We do not believe that all those who constitute these little orowds are of the larrikin order or in sympathy with any disorderly proceedings, Indeed it might be possible to discover in them immaculate printers belonging to our own office, but in a orowded pathway a very small percentage of larrikins is sufficient to oreate a disagreeable impression, At anyrate the orowds we refer to are becoming a nuisance and as suoli will require to
be dealt with either by pressure of public opinion or the raore suaeive influence of a guardian of the peace. In I towns as a rule it is customaryioi constables on duty.to see that leading thoroughfares are not blocked up by persons indulging inpos-ibly idle conversation and Ruoh officeis are often heard to utter the 'magio words " move on," '
j In Mantprton the police .canno legally say " move on " to the genia comment on t)ie jwcnlil
es of the costume of a lady as eh proceeds to.chiircli, ■ There is no bylaw as yet in force in the Borough under winch they can take action, Perhaps the town has now Madid a stage ill its, growth; when such a by. law becomes necessary; not because Masterton is one whit worse' than ottier towns, but simply because in any j OU a pons'derregulations essential to the comfort and convenience nf the public. It is, perhaps, a feather in the cap of Masterton that the time has arrived when i becomes the duty of the Borough it Council to lay down a further by-law to regulate the street traffic. It is for the police, the local justices, and the public to say whether the intervention of the Oounoil is. necessary, Unlesß the good, souse of the young persons who loiter about the street? provides a speedy remedy, the- more drastic cure provided for by law must certainly be applied.
