The Maaterton Borough Connoil last evening decided to proclaim Thursday afternoon a public holiday under the Factories Act, Apparently this deciuion was arrived at without much .consideration as to the consequences of taking such a step.'No enquiry was made as.to the number of persons who would be affected by theproclamation and no report thereon waa obtained, This new labour login-
