MASTERTON BOROUGH COUNCIL.

Ordinary Meeting. The ordloary meeting of the Masterton Borough Council was held on Tuesday evening. Preaent—Cra Heron (in the chair),' W. Perry, E, -rf Feist, T, Dixon, W. Cnllen, and CORRESPONDENCE. MrE, H. Waddington, local agent of the North British and Mercantile Insurance Company, wrote, stilting that his office bad decided to forego the usual builder's risk on the additions to the Library Buildings, The Town Clerk of Marton wrote, • asking for a copy of the Mastortou Borough By-laws relating to the disposal of nightsoil. Mrs 8. Syverson and Thomas Corapton wroto, asking to havo their names placed on tho burgess roll. requests wero granted. Tbo Secretary of tho Wairainpa Hospital Board wrote, asking that names of dolegates from the Borough Council be forwarded. The matter was left over.

DRAINAGE NUISANCE. Tho following letter was received from MrKingdon, re the overflow of drainage on to his property:— "To the Borough Councillors of \ Masterton :-6entlemen, I find you fave decided to take no action re Mr Haskell's communication ro water lodged on my property, but I submit gentlemen, that it is your duty not only to lake action but to take imme diato action, as it is a matter of life and death and a question that does not rest with myself aud Mr Haskill alone, but it concerns tbo health of tho whole Borough, I hopo, gentlemen, that you will not only reconsider it, but that you will consider it in that light. In the first place, I may inform you, that I strongly pro* test against the right' of the Borough Council constructing or allowing onlverts or other works to exist which lead storm water, or any water, on to private property. Secondly, 1 beg to inform you (hat if you take no action to prevent if r Haskell throwing his refuse water in such a way a,s to cause it to run or drain on to my property, and injure mo or my family, I shall bold tbo Borough Council of Masterton liable for any damages I way suffer, and further, gentlemen, but think it was the duty of ' the Inspector of Nuisances to have reported on tho matter. Gentlemen, I remain yours respectfully, Samuel Kingdon."

The Chairman said tboy had taken no action because the Inspector of Nuisances had made no report. Up would suggest that he be asked to report on the matter. Mr Kingdon, who was in attendance, said he had called the Inspector's attention to the matter weeks ago, but had been informed that it was not bad enough to complain about. He had previously been a great sufferer, and bad to pay a six months' doctor's bill and funeral expenses, through a similar trouble. Or Feist thought that the Chairman's suggestion, that the Inspector of Nuisances be asked to report on the subject was a good one. The Council of course intended to look after the health of the Borough, It was resolved to refer the matter % THE FACTORIES ACT. An application, under tho terms of tho Faotories Act, was made by tho Wairarapa Farmers' Go-Operative Association, Wholesale Drapery Company, Messrs L.J. Hooper and Co., and Mr James Webb as employers of persons who come under tho operations of the Act, requesting the Council, by special order, to fix Thursday as tho day for the weekly half holiday instead of Saturday as at present, the former day being moreconvenient now that the Masterton tradesmen had decided to close their shops on Thursdays. Cr'Cullen moved and Or Dixon seconded, that the half'holiday be Thursday instead of Saturday, and that the Town Clerk take the necessary steps to proclaim it, The Gas Manager's report was re< ceived, <Cr J. Yates moved that tho Works Oommiltee be recommended to use the stripping from tho gravel pit in Railway Road to fill up tho water . tP&ies in that road, where required. Cr Cullen seconded and the motion was carried, It was resolved that the question of renewing the Queen-street gutters be left over until next meeting, us the Councillors now absent in tho South would be able to give useful information regarding the concrete gutters in Christchurch, No other business coming forward, the Council adjourned.
