WAIRARAPA NORTH COUNTY.
Monthly Meeting. The usual monthly meeting of the North Wairarapa County Council, was held yesterday afternoon, at two o'clock, Present Messrs \V, H. Beethaui, (Chairman) Cockburn .flood. Von Redin, Maunseil,Sinitb,and Guild, The minutes of the last meeting were read and confirimd. Correspondence, Outward correspondence sinco dateof last meeting was read and approved. Correspondent inwards was received from Audit Inspector Glasgow ro District Hospital Account, An application from certain settlers in the Eketuhuna Riding, for a special loan of £3OO, for metalline; a portion of the Eketahuua-Tcnui Road was received, Or Von Redin moved that the Council take steps to raise the loan.— Carried. From A. Sisson, of the Taueru, asking to be exempted from paying toll, on the grounds that he has to pass through each day to his work. It was decided to allow Mr Sisson ' to use the toll gate on paymeut of 2s per month. From-MrJ. Schofield, asking the Couucil to overlook his breach of the Wheel-tiro By-Jaw, as it was through his five inch wheel breaking down, and be had only used one three inch wheel for Tuesdays. It was decided to commend the roadman for his vigilance, and to take no further action agaiust Mr Sohofield, Atkinson Memorial, The Mayor of Hawera wrote, asking the co-operation of the Council towards erecting a public momorial in tho principal city of the Colony. It was moved by Or Von Redin that receipt oi the letter be acknowledged, and that subscriptions be received at the County office,—Carried,
General. Tho Railway Commissioners wrote, stating that they were not prepared to make any allowance for the maintenance of the Eketahuua road north of the railway station, Cr Von Redin said only two courses appeared open, Either the road must "go to pot," or a toll must bo erected. Tho traic was very heavy and was increasing. He did not think it would bo proper for him to take the whole responsibility on himself without consulting the ratepayers, and he would move that a public meeting be called at Eketahuua during next month, to discuss the question, Cr Eli Smith seconded the motion, as he considered it would be the proper course to consult the ratepayers. The Chairman thought an appeal might be made to the Government, He should support the resolution. The resolution was put and carried,
It waß resolved that all roadmen in charge of County roads be authorised to impound cattlo, I The Finance Committee's report and tho Engineer's report were read and adoptod.
The Chairman said bo wished to speak on a matter adjourned from last meeting, It was the Eaiwhata Hood, The right to take the road had lapsed, That probably meant heavy compensation, The only way was for the settlers requiring the road to raise a loan and secure it under the Public Works Act, He would move that the settlers be informed of this, Cr Smith thought the Government would assist, He would move that the Miuister of Lands be written to, urging the necessity of the road, and asking that it be legalised, The Chairman thought if the Government would do this it would be a very good thing. He would withdraw his motion and would liko to have seconded Councillor Smith's motion, but was afraid that if the Minister of Lands saw his name connected with it, it would be sufficient to spoil any chance ot the request being granted, Cr Smith thought the road Bhould bo carried through to Mr Tatham's. The Chairman said a road had been laid off to Mr Tatham's years ago, and like many other roads, was never taken, Or Cockburn-Hood seconded tho motion and it was carried. SAW MILL TBAFFIC, The Clerk informed the Council that they could only limit the weight to be carried on vehicles which were licensed, The second sub-section of tho Act referred to crossing bridges only. A communication from tho Government bad been received, informing the Council that it was too late in theyear to take into consideration the introduction of a Bill making saw-mill traffic extraordinary. After discussion it was moved by Cr Guild and seconded by Cr Von Krdin that the Government be asked to bring in a Bill next session dealing with eawmill ttaffic, Cr Mauuiell moved, "That the
Ridings charged with the costs in the cases of action for damages ngains the County Council, since the month of January, 1886, and also in such cases as tbe Council has paid by vote of the Council, be credited to such Ridings, and the amount charged to general fund."
Or Maunsell said his reason for moving in this direction was that at the last meeting they hud deoided to charge to costs of the Spaokman case to the General Fund, whereas in former cases expenses in connection with law suits had been charged to separate Ridings or to loan accounts. He thought the principles were so different that something definite should be done to prevent any further question on the matter, and to prevent ratepayers complaining that all ridines were not treated alike, Or Guild seconded pro forma for the sab of discussion. • Cr Cook burn Hood said he understood that the motion meant a re-ad-justment af accounts for years past, Cr Maunsell said that was so, Cr Guild did not see that they should go over all the business of the Council again, Cr Von Redin said that the Spackman case was one which was of interest to all parts of the County and to people outside. He should not support Cr Mauiiscll's motion, Ho considered it proper to charge the costs to the general fund. Cr Smith suggested holding the maltor over, as it" was an important one of which every Councillor should bavoduenoiice.
Tho Ohaiiman thought that in any ease like that of Spackmiiu lhe costs should come out of ihe General Fund; he was against raking up all the old cases. Cr Maun?ell, in reply, wanted to know what they were going to do in ihe future, The precedents laid down by a corporate body ought to be followed. If the personnel of the Connoil was ch'siiged it should not mike any difference If it was the pleiisme of the Council he would withdraw his motion and simply give notice for next meeting, as he wished it deliberated and some finality arrived at. Cr Smith moved that a toll be erected at the Tawutai Flats, on the Alfredtnn Road, to collect money to pay interest ou the metalling loan. (Seconded by Cr Von Redin and carried. No other business being brought up, the Council rose.
