Wairarapa Daily Times. [ESTABLISHED 1878]

WEDNESDAY, SEPT. 28, 1892.

Being the extended title of the Wairarapa Daily, with whioh it is IDENTICAL.

Is the subject of tbe Legislative appointments a great constitutional question, ota little game of grab ? It is probably Both, and in the settlement of the constitutional aspect of it the Colonial Secretary was pos3ibly guidiid to a right decision by the plausible representations of the Agent-General. We all know pretty well the little game of grab side of it, because one or more of the new Lords aro supposed to belong to this district, and tbe circumstances under which they are belioveitQ btvareaeived pEomises are fairly fjmiHar to our readers, The Government, it (swell known, owed their possession of the Masterton seat to the services of a well-known local contractor, They were and when the" lucky ooutractor"wasmade a Justice of the Peace, some measure of their appreciation of bis claims was conceded.' But, after a short time, it was found that the "lucky contrao tor" was becoming tho "unlucky contractor;" for the Government, in starting the co-operative labour system, injured his business and almost took the bread out of his mouth, This, of course, would not do, and people wondered as to the manner in which Ministers would face this difficulty, To make™ enemy of this particular contractor, was out of the question; and he was not such a fool as to submit tamely to an injury even from a Ballance Ministry. Presently a rumour get about that the " unluoky contractor" was tobe reinstated as a "lucky contractor" by being elevated to the Legislative Council. Of course we cannot say whether, a definite'pledge of this kind was given bim or whether the "luckycontractor " will be found among the twelve apostles of labour who.:e names are to be submitted to Earl Glasgow. If he receive promotionof this nature, he certainly will not be worst of the batch- as ho is a good type of tbe small contractor (the natural enemy of the Government) audi? much more presentable than his political chief the member for Masterton,

It is, however, known all over the Colony that the Government have had to square certain of their followers by promises of Beats in the Upper House. They don't want more Lords, indeed tbey would much more prefer to havo a grievance against the Legislative Council as at present conn stituted if that body should rejeot their measures. However, they are tied up with promises and it remains to be seen if they have the skill of the Davenport Brothers in disentangling themselves. Of course they can make twelve mm happy but there are other twelves who will have to be promised something big to. assure their fidelity to tho great liberal-party,-The great constitutional question may. be considered settled, the"utile game of grab is still open,

Wanganui will bo represented' at the New South Wales Rifle Association Meeting by Major Ptirnel! and probably Messrs Kruse and Foster both wellknown shots. Arrangements have been undo to open a temporary school at Mr Galyin's house, Hawera, Forty-mile Bush, on Monday next. Five applications were made for the position of Town Clerk to the newlyformed Borough of Pahmtua, Mr J. A, Kennedy was elected for the position. A farmer named Mitchell, at Ballinasloe, in Ireland, killed his mother and cut out her tongue. He afterwards confessed his crime. ' A smithy has been opened at Hawera, between Eketahuna and Fabiatua. From an exohangewe learn that Mr G. Hnusmonn is now acting as advance agent for the" Youne Australians.": An enterprising Wellington firm, has written to the Masterton Borough Council, offering tn supply estimates, for lighting the town by electricity. NeedIn another column will be found entries to date for. Mr D. Crewe's next Stock Sale ut Paliiatua, to be held on Wednesday, October sth. The main road between Eketahuna and Pahiatna is in a very bad condition, owing to the continued bad weather. An old resident Informs ub that it is more cut up than ho has ever seen it before. Cholera still tage3 oh thojContinent. On Saturday, one hundred, and thirty deaths occurred at Hnmbur?, one hundred and forty corpses being buried lei one grave,

His Worship the Mayor, (Mr 0. L Pownall) wa'B unable to' attend last mght'a moGthiEt of the -Masterton Borough Council through indisposition. Apologies for his absence wero received. _ The adjourned animal general meeting of the Maaterton-Opaki Jockey Olub will bo held to-night at the Olub Hotel at half past seven o'clock, Members should make a point of attending, and thus got the business in hand'disposed of.

It has for some time been ovident that MrT. E. Price, out Masterton photo, grapher, has kept pace with tho progressive improvements which are ever being made iuhisart-tho charmingly executed and fnithfully reproduced likenesses in his window and vestibule have borno their own evidence of that—; but not everyone knotvs thatMr Price possesses one of the finest operating studios in the Colony, and that altogether his accommodation is of a most convenient and complete character. The gallery, to commence with, is what is technically known as a double one, both ends being available for use, one for incioor work, tho other, with rustip sconio appointments, for outdoor portraiture Then come the dark room, the re-touching and negative room, and the enamelline room, each complete in itself. In addition, there aro excellent waiting and dressing rooms; and altogether Mr Price possesses every adjunct of a first-class establishment. Ab a result, he is able to turn out some excellent work, much of whichhaß been thecubject of considerable complimentaty criticism. Evoiything, arte de u'sife to life size: the infant- to the family group-comes in his way and is done thorough justice to, in a manner which must bo highly ploasing to those who have submitted themselves to tho process of being photographed. Mr Price is devoted to his art, has made it a special Btudy, and is able to successfully undertake ovefy branch of it practiced by the modorn school. It will; therefore, when wo say this, be readily understood that his business connection is noiv as extensive as it is firmly established; and wewiahhima.continuanceof the prosperity he has experienced in the past.' The ordinary meeting of the Maetorton Borough Council only occupied twenty-five minutes last evening.

Notice of intention to raise loans fiir forming about live miles of the Mount Bruce Road and constructing bridges whore required, and • for erecting a bridge over tho Kopuaranga River at 1 Dorset's crossing is given by the Mauriceville Road Board. The amounts aro £IOOO and £l2O, respectively, Notice is given by the Alf redton Road Board of intention to raiso a lean .of £2,200 for formation and bridging on the Mangaone and Pah Valley Hoads. Referring to tho recent shooting affray on Waterloo Quay, our Wellington correspondent says:—" The publio here, as also the public of other parts of tho colony, have been stupitied with amazemeut at the verdict brought in by the coroner's jury in regard to tho recent shooting affray. This jury has practically justified the resort to arnnas a means of settling disputes quite on the most approved American principle. Undoubtedly tho only question put to the coronor's jury to solve was to find out by what means Grcenrose met his death, leaving it to other tribunals to decide whether tho crime committed was manslaughter, justifiable homicide or murder. It is startling to find in an Angln-Saxon community an attempted palliation of what in English law is regarded as a most serious matter, namely the rceoih to lethal weapous and the taking of a fellow creature'a life in retaliation for a common assnult, if indeed on the occasion in question there was any assault at all, Naturally as the case is now suo jwh'ce it would be unwiso to further comment on this terrible affair.

The attention of thoso interested in pugilistic matters is directed to tho notification in another ce'.utnn wherein it will be seen that Harry Lang, the oham'pion heavy weight of New Zealand, and Milton Orbill, are to give an exhibition of boxing in the Masterton Theatre on Saturday evening next, Mr Laing also undertakes to knock out Arthur Francis, the local man, in three rounds for £lO or £2OO.

The Publio Works Statement on this occasion seems to haco been shorter than usual. As a rule it consisists of fourteeen or fifteen thousand words, This time only about eight thousand were delivered.

Owing to bad weather Wirth's Oircus did not do well at Carterton,

A very early crop of new potatoes has been gatherod by Mr Philip Goodin of Cartorton,

A remarkably daring osoapo from the police barracks nb Burketowri was effected recently by Benjamin Bridge, who ten months ago escaped from Mur> rimindi Gaol, in New South Wales, where he was sentonced to ten years for horse-stealing, Bridge successfully evaded the police until some weeks back, when he was captured by the local police at Riveraleigh station. A New South Wales police officer arrived, and had identified the prisoner, intending to take him to Sydney by the next boat. To avoid this the prisoner set fire to his cell and gave the alarm. Benior-Constablo M'Qrath, who was the only constable on the premises, opened the cell and removed the prisoner, who after a desperate resistance was manacled and chained to the fence. In the meantime the whole of the barracks were in flames. M'Grath and others then went to the rescue of his wife and family, and of the Court records, bonks, etc During the confusion the prisoner escaped, making for the mangroves, where he disappeared, and has not yet been recaptured. Activity prevails all over the house, tearing open case;, ripping up parcels, slitting boxes, undoing packages, all day long, That is how the work of preparation is now going on at Hooper's Bon Marohe, In consequence of the advance of spring the fashion's sections are specially busy, Huge stacks of tos materials are rising in the space apportioned to them, and in the show rooms''pile of bonnet boxes, being the choicest millinery in the world, Boxes of feathers, flowers, parasols, , and other fashionable, etc, etc,, are gradually being absorbed into their comprehensive ana liberally ai sorting stocks. Such an array of elegant' millinery, pretty bonnets and dainty hats. iThe.skowrooms.are ablaze of beauty, exhibiting fashion's choicest productions, On every side are trophies of the montleniaker's and costumier's arts. There should be no time lost, no moments wasted and the business should be'that of buying as fast as possible. There aro just acheice sprinkling of many lines, so those that are first in theficld will have this tot j)iek,»Awi, ■ ■ ■

His Ennor, District Judge Hobinson, missed the train at the Summit last evening. The Court was therefore adjourned until 2 p.m. Attention is directed to the announcement by Mr J. L. Murray, gentleman's tailor,, mercer, and outfitter, of Queen street, in a now advertisement, on our leader side.

Although another wet evening followed, Mr Kelly had a very fair downstairs house at the Theatre Royal last night to hear the phonograph, The exhibition of its wonderful qualities was again productive of much interest and satisfaction to the assembled audience; and most of the itoms were reproduced with demonstations of approval. To-night the phonograph will bo introduced to our friends in Fahiatua, and we hope to see Mr Kelly get a good house there for what is a genuine and attractive eutertainment as woll as a popular exposition of the marvellous possibilities of science in this age of achievements. A flattering- verdict.—Speaking of one of the most noted of colonial specialities, the press says:—"Sharland's Baking Powder deserves mora than a passiiiEC notiw,for the' l Moa" Brand Baking Powder enjoys a reputation second to none. From ono ond of Now Zealand to the other, large orders are received for this popular brand, Even in the most out of the way districts the careful house-wife, possessed with the laudable ambition to make her bread and her scones bettor than her neighbours', buys Sharland's Baking Powder, and triumphs over the few of her less sensible 6istcrs, who, from a mistaken aenao of economy, buy apparently cheaper brands. The recipe of a good Baking Powder is anything but a secret j but how very few manufacturers use, bb Mesirs Shetland & Co. do, the boat only of materials, carefully tested before mixture and exactly proportioned,'.' Readers, who require an economical, satisfactory and healthful Baking Powder, cannot do better than use the " Moa" brand.—Advt ;
