JOTTINGS.

There i 8 a very general impression in political circles tint the Female Franchise.is doomed. It is said that ft majority of the Legislative Councillots, including some of tbe ableßt men in the Council, have resolved to insist on the electoral-right clauses. The Government, on the other hand, have emphatically declared that they will not have these clauses under any circumstances, and that the Upper House must take the Female Fr«cbise provisions as they stand, or dR that Ministers will abandon thein altogether, It is tolerably certain i hat nothing would please the Government better than the defeat of the Female Franclriso. The way in which the "Liberal" wind blows was very plainly indicated by the resolution passed the other night by the Wellington "Liberal" Assooiationcondemning tho Female Franchise. The Payment of Members Bill has been circulated, and it contains substantially the same provisions as were embodied in the] Bill which t£i< Government abandoned last year. Members of the House of Representatives are to be entitled to £2O per month, payable at the end of eaoh month, and in addition, they aro to [receive their travelling expenses Members of the Legislative Council are to bo paid £l5O a year, with like perquisites. It goes without saying that the Bill will have a safe, if not a. pleasant passage through, tho House of Representatives. Tho-dter of £9O a year extra " screw" isjfet' the Bort of bait that the throughgoing "Liberal" is likely to rejeot. In the Legislative Council the measure may—as it did last year—come to grief. But should such an event occurs, it will afford the Government another battle-cry for electioneering purposes. The members of the Upper House will be denounced as inveterate enemies of " Liberalism," because ithev failed to Bee why legislators I should be extravagantly paid, whilst I hundreds upon hundreds of hardworking men and women could hardly obtain tho bare means of existence,—Evening Press,
