MASTERTON BOROUGH COUNCIL

The ordinary fortnightly meeting of the Masterion Borough Council was held on Tuesday owning, Present—His Worship the Mayor (Mr C. A. Pownall) and Councillors W. Perry, E. Chamberlain, E. Feist, W. Oullen, A, Mutrie, T. Dixon, J, Hesßoy, and G. Heron,

Councillors E. Feist flessey (re-eleoted), and Cullen wera sworn in, and took their eeatß in the Council Chamber, The minutes wero read and confirmed. CORRESPONDENCE. From Frank Wbitton asking for bis name to bo put on tho ratiug ipll as owner of section No 9, Mitßm Street; From James Stone, asking that his name should replace tbat of G, H, Shuto on tho roll; From W. 0, Cnrgill with similar rsquest as concerns Star Office, his namo to supersede tbatof J. J. Smith ; From li. E. Hornblow for insertion of bis name instead of tbat of \V, J, Smith, and that of Emily Sarah Hornblowin place of E. Feist, Dixon's estate. These wore acceded to. From Treasury advising payment of subsidy to extent of £lB7 10s, less advance of £UO 12s 6d, net JM 17s6d, aleoof collection of penalties to extent of lis; From A. W.Hogg, M.H.E., stating that the proclamation of Ngaumatawa road would bo gazetted in next Gazelte.

letters wo read from Messrs E. H. Waddington and C. F, GaißM'egarding ibe drainage of a properdin the Upper Plain Eoad and the cub. veit-a thereat, and also concerning the overflow of the water-tables adjacent to their respective properties, The Masterton Town Lands Ttuat wrote asking for the efficient draining of Bruce street.

On the motion of His Worship Ibe Mayor the several jotters were referred to the Works Committee with power to act, A PJJSXILENTIAL HUIBAKCK. The Captain of the Municipal Fire Brigade wrote drawing attention lo a nuisance on premises adjoining the Fire Brigade Station in Church street, and stating that the men declined to attend at the Station in consequence. The Town Clerk said that the Inspector of Nuisances had been instructed to visit the spot complained of. It was decided to leave the matter over until the next meeting so that the Inspector'sreport could bo obtained in the meantime. » IHE WAIPOUA KtVER-BED NUISAJftff Tlw Wairarapa North County Council wrote saying that they considered that Inspector J. C. Ingram's expenses in connection with necessary prosecutions regarding the deposit of objectionable refuse should be paid by the Borough Council, as the rubbish

Tho Mayor said that no doubt the refuse came from the Borough, although the place of deposit was outside tho jurisdiction of the Borough Council, He did not think that Inpector Ingram should objeot to go be-

yond the limit, although it might bo necessary for him to bo appointed Inspector by tho County Council to onable the latter to prosecute Tbo question resolved itself into whether any extra pay was necossnry or not, and if so, who should pay it. Councillor Feist considered tbo County Council should pay it, if more salary woro needed, Cr Heron disagreed. Tho County Council would object to pay and tho nuisance would simply continue He thought that Mr Ingram should simply ho asked to attend to the matter snd that ho should act as In> spector for tho County Council lor the Waipoua River locality. The Mayor observed that until tbey know what Mr Ingram's extra duties amounted to they were not in a position to judge whether additional remuneration was required or not. There was no need to go into this aspect of the matter now. Ho moved that the County Council should be empowered to appoint Mr Ingram Inspector, as far as tho » Waipoua Kivcris concorued, but that in any question of remuneration he should bo referred to tho Borough Council. —Carried. BUILDING JtEOUUTIONS. James Russell, Borough Survoyor, wroto stating that the building regulations were being broken Jn two instances—tbo shelter shed at the new Infant School, and a grain shed at r-the corner of Church and Dixon \ streets. Tho Mayor remarked that notici should be given to those at fault, Cr Dixon asked whether it was no requisite to lodge plans of all nov buildings with the Council. His Worship said that it was necessary to do so, and the Bnildinf Inspector should see tbnt.such plain were lodged aud permission obtained The first thing the Council heard o a building often was when they walkec down the street and saw that it had been erected. The Inspector should be asked to givn this matter attention and report when the building by-laws wcro being ignored. The Town Clerk remarked that the architects were not careful enough in the matter. The Mayor moved that tho Inspector should be requested to servo notices in cases of infringement of regulations without referring to the Council and that he should sea that plans were forwarded in tho case of all new buildings erected, If, Cr Cullen objected on the ground that extra plans would cause so much expenso to people building, CrHesscy explained that only one plan was required, The Council merely required to seo it —not to keep it, Ho thought the law should be kept, The Mayor's resolution was carried, TRACTION ENOINEB. Cr Feist drew attention to the fact that on Saturday night last a traction engine had gone through the town without lights, and that a vehiclo had been imperilled. He understood that although the Council was liable in case of accident, itwas tho Police who regulated this Irntlic and not the Inspector. Ho would movo that tho Police be communicated with so that they should take steps to prevent a recurrence.

His Worship said that he would like to go further than that, as the law on the subject was being constantly disregarded, and would proserate if the names of those in fault could he obtained, Heron considered that cave was Usually taken in Masterton, and that back streets were generally chosen. In other places the regulation requiring a man to he in advance and a second man to bo in the rear, when vehicles were met, was not alwayß observed. Or Feist said that the present case was an extreme one. The absence of lights was the grave feature, and no assistance to the distressed vehicle was offered, Cr Feist's resolution, embodying the Mayor's suggestion regarding prosecution, was put and oarried. CLUB-SWEET. Or Dixon drew attention to the disgraceful state Club-street, behind Messrs L, J, Hooper and Oo.'s and Other premisoa, continued in, Or Hessey explained that the Works Committee had tbo matter in hand, the material was ordered, and they were only awaiting fine weather to do the work.

COMMITTEES. The Mayor proposed that Crs Foist jand Hessey retaiu their old seats on iJommittees and that Cr Cullen take the positions vacated by Cr Gapper, Cr Dixon moved as an amendment that the whole Council be on committees, so as to ensure a quorum; also that a roturn of individual attendances at meetings be kept, Absence had been frequent and attendance was lax. Cr Heron demurred to the charge of repeated absences of quorums, especially so far as the Works Committee wss concerned. The Mayor said that he did not think the lapse had been sufficient to justify the extreme remedy proposed, It was better to split the work up as had been done, and he would oppose the proposal, Crs Chamberlain and Hessey remarked that tho larger the committees were, the greater difficulty there would bo in securing an attendance, Cr Dixon still thought the alteraf': "i necessary] however, acting on Mayor's suggestion, he would t move that each half year a record of tho attendances of each councillor at both committee and ordinary meetings Bhould be placed upon the table by tho Town Clerk. Seconded by the Mayor and carried. The motion to constitute the whole Counoil into committees was then put and lost, and the Mayor's oiiginal motion as affecting Crs Feist, Hessey and Cullen, was carried, JIUD ALLEY.
