London, August 24. Viscount Ohelsea.Oonservative, has bran elected unopposed for tho Bury St. Edmunds seat, rendered vacant by Lord Fi Hervey's resignation. The electors of Northampton are indignant at Mr Labouchere's exclusion from the Ministry, and are protesting against bis being refused n portfolio at the instance of the (Jueen on account of personal feeling. Baron Eibblesdalo has accepted the position of Master of theßuokhounds, and Lord Vernon that of captain of the Honorary Oorpa of Gentloinen-at-Artns. Mr Charles Seale-Hayne, M.PJor Ashburton, has been appointed Pay-master-General, The re-count of the vote in the Lichfield election, oonfirms the majority secured by Major L, Darwin, Unionist, over Sir J. Swinburne, who sat in the Liberal interest in the last Parliament. Mr Labouohere, in Truth, asserts that owing to Her Majesty's objection to his being inoluded in the new Government be was askad to get Mr Gladstone out of tho difficulty by writing a letter declaring that ho had no wish to join the Government, but he declined to do so, .
