TnßEvening Press writes; "The way in which the co-operative contraot, system of the Ballance-Seddon Ministry is being worked, is aptly illustrated by the subjoined facta :- Wo have seen a letter from a gentle-, man of high character in the South Island, who has had large experience in road works of various kinds, and who sometimes employs fully a hundred men. The writer says that on some of the co-operative contracts in his district, the Government are paying the men Is per yard for earthwork, whioh the local County Council have been getting well done at from 4d to 7d per yard tinder the system of open tender, Again, he mentions that men who had been in permanent employment at £9 per month had thrown it up to take part iu the cooperative contract " rush."
