; ; Fortnightly Meting- . usual fortnightly meeting of the Masterlon Borough Council was held in tbe Chambers last (Tuesday) evening, there being present His Worship the Mayor and Ora Perry, Feist, T, Chamberlain, Dixon and E. Chamberlain. • ■ ' HIHDTBS. The minutes of the previous meeting were read and confirmed. APOLOGY. Cr Heron wrote, apologising for his absence on account of illness. COEEEBPONDENOE. From Julius 0, Eastwood, applying to have his name inserted on the Burgess 8011. From the Secretary of tho Volunteer Fire Brigade, asking for street sweeping".
From tbe Wairarapa North County Council, requesting that permission be granted to the Inspector of Nuisances to prosecute persons depositing offenbivo matter in the Waipoua river. From the Secretary of the Municipal Conference, with the first report of the president, minutes of the proceedings at the last sitting, and suggestions by the solicitor to tbe Association,
From J. D, Ritchie, of Wellington, requesting tbe Council to deotate August 4th (Arbor Day) a public holiday, and enclosing information rei spooling trees, etc, From the Audit Office, returning a certilied copy of the balance-sheet, From J. M. Glasgow, Audit Inspector, enclosing account for £8 13s 4d for auditing of the Borough accounts. BESOLVED, That the account of the Audit Inspector be passed for payment. That the consideration of .the balance-sheet be held over till next meeting of the Council.
That the name of J. 0. Eastwood be inserted on the Burgess Roll. That the application of the Volunteer Fire Brigade for street sweepings be referred to the Works Committee.
That the request of the County Council for the services of tho Inspector of Nuisances be granted. That tho Works Coniniitlee report to next meeting upon the advisability of selling apart tho River Eoa'd reserve for the depositing of rubbish. AOTOI DAT. The Mayor stated that he did not think there was any necessity for an Arbor Day in Masterton, Tho Government of the day was doing all in its power to knock down the forests and was asking the local bodies to put them up again. The Government should have reserved certain forests, He thought the matter was being dabbled with.
Cr Dixon said that all that was necessary was for the Council lo proclaim a holiday on the 4th of August. If the residents did not care to plant trees they could plant cabbages, These would be just bb good. He would move that the 4th of August be declared n public holiday, The Mayor Beconded the motion, pro forma.
Cr. Feist opposed the resolution. He thought I hat it was quite unnecessary to proclaim a holiday unless the trees were to ba planted. Cr T, Chamberlain said a great mistake was made in planting trees on the wrong side of the roads. Cr Mutrie thought it would be waste ol money to plant trees unless they were fenced.
Cr Dixon explained that his only reason for asking for the holiday waß that it had been proclaimed by the Government.
The Mayor did not think there was miioh use proclaiming a holiday unless they did something, Or Dixon said it was useless to put the resolution. He would withdraw it. The letter of Mr Ritohie was reoeired. gas. . The report of the meeting of the Gas Committed wag read and adopted, The manager's report showed that during laet month there was an increase of 20,720 cubic feet in the consumption of gas, as compared with (he Gama month last year, liIBHARY, Tho Library Committee's report was read and adopted; West Bosh Road, Cr T. Chamberlain said it was necessary to do something with West Bush road, A portion of it was badly in need of repair, He would movo that the overseer be instructed to put down a few loads of metal, The Mayor seconded,—Carried. - Cr Dixon drew the attention of the Council lo the state of Kirlon-street, dome parte of it were almost impassable. The street was certainly a private one, but he thought something should be done to put it in repair, After Borne discussion the matter was referred to tbe Works Committee, with power to aot. PRWATE STKEETS. Cr Dixon thought a Bill should be introduced in the House, enabling the Masterton Borough Council to take over private streets, The Clerk said Bills of this character had been passed on account of other Boroughs.
The Mayor agreed that the private streets should be taken over, After some discussion it was resolved to postpone the consideration of the matter till next meeting, to enable the Clerk to report on the, private streets. MUNICIPAL CONFERENOK. The Mayor reported having duly attended th'e sitting of the Municipal Conference. Very little' bnainecwi had .been, done, the Municipal Corporation's Act having been amended as far as possible at the last Conference. He thought that in the future the Conference would be held once in every two or three years only. The priupipal matter nnder consideration'was that of tbe auditing of accounts, The report of the Mayor was received, and the annual subscription to the Association of £3 8s passed for payment, BUIHMNO ADDITIONS. . Notipowa? given by the Mayor of his intention to move that a general rate of Is in tbe £ be strpok on all rateable property in the Borough, together with a Library, rate ofs penny in the pound, 'EBTMATES, The Clerk was instructed to publish tbe estimates for tbe year. The Council then a'djoumed.
